Calls for tenders
All tender notices are exclusively announced on the electronic tendering system (SEAO), where all public tender notices are posted. Goods and services suppliers wishing to submit a proposal to Loto-Québec and its subsidiaries may view public notices on that site and obtain related documents.
Information about contracts awarded following public calls for tenders is also available on this site.

Complaint in connection to a public call for tenders
Any information relating to a public call for tenders may be obtained from the procurement officer designated in the notice of publication available on the electronic tendering system (SEAO).
The Act Respecting Contracting by Public Bodies requires the public bodies concerned to have in place a procedure for receiving and reviewing complaints made to it in connection with the awarding or allocation of a public contract.
A business interested in participating in the tendering process may file a complaint with a public body regarding a public call for tenders if the documents in the call for tenders or any amendments to these documents
- provide for conditions that do not ensure honest and fair treatment of bidders,
- prevent certain bidders from participating even though they are qualified to meet the expressed needs, or
- do not otherwise comply with the normative framework.
If you wish to file a complaint regarding an active public call for tenders, please refer to the procedure for receiving and reviewing complaints [in French only, PDF – 341 KB].
